Look this answer might not be the right answer according to god, campy and all things mechanical but my opinion is it doesn't hurt to lube a part that is moving, every time I service my campy drive chain I pull apart the jockey wheels/pulleys and lube them with slick honey oil (probably has another name in the U.S. it is a really thin non lithuium based lube people often use it to lube suspension forks) seems to do the job.
