A creaking headset is a very common problem. My recommendation to you
is to remove all the bolts, one at a time, from your stem. Grease them
up a little, and re-tighten them. If the creaking still exists, take
apart your headset and re-grease the bearings and all bolts. If you've
never taken your headset apart before, it would probably be a good idea
to take your bike to your local bike shop, and ask them to take a look
at your headset bearings and possibly re-grease them.

I had this problem before, and it turned out my bearings were thrashed.
I ended up buying a new sealed headset. If you ride in wet conditions,
sealed components are the way to go. Just something to keep in mind.
