If the paint company can't get it, you could try other Cannondale dealers in your area. Often, dealers will keep a stock of touch up paints. If that doesn't work, ask the paint co what the closest color is. It will probably be close enough that a small area will look ok painted with it.

: primer or will standard auto primer from my local
: hardware store do the trick?

Again, for minor touch ups, it will be fine. If the paint is somewhat transluscent, be aware that the primer color will affect the overall color of the touch up.
