They make a "Seat Post Hacksaw" device that holds a hacksaw blade. It is a thin tool that keeps the blade from bending, but can fit in an area as tight as a seatpost. One of these might help. If you saw the remains of the shell in two places, about 180 degrees apart, you might be able to get them loose if they arn't cold welded in place too bad.

The tool costa $16 US, plus shiping etc. The Third Hand sells them, other bike shops might be able to special order one for you. The Third Hand has a site, The Third Hand, but act quick, they are shutting down at the end of February. The Third Hand part # is KD-04SC. They can probably get you the tool in about a week to 10 days.
