You didn't say, but if the BB is English threaded, where the drive side has left hand threads, it is self tightening. So you don't ever need any locktite, even if it's really greased.

Only if it's Italian threaded, with both sides conventional, do you have to worry about the drive side cup comming loose. I have found that making sure the outer face is clean, and tightening the cup really well, works. You don't need to face the BB if the cup seats evenly. I have used 100 grit sand paper, CAREFULLY in a flat block, to clean up the faces on BB's I have worked on. This has solved problems I had with a drive cup that wouldn't stay put (on an Italian BB).

Of course, if the frame has seen plenty of use, having the BB faced at a GOOD shop next time wouldn't hurt. And if you see any air gaps in spots when you hand tighten the cup, the BB needs to be faced.
