If you use a bar that is too big for the clamp a cut (stress riser) will appear in the bar. In this case you would be using a bar that is almost half a mm. small. It might not sound much, but in tightening down the clamp it will not be perfectly round and will also cause a stress riser. You could possibly get away with it, but do you want to ride around wondering if your bars are going to make it to the bottom of the hill?
