If it's definitely coming from the front wheel, then my first guess is that it's a loose spoke-mounted reflector.

Front hubs are hardly ever responsible for any kind of noise. Take the wheel off the bike and spin the axle: if it feels nice and smooth, it should be fine. If it's rough or tight, overhaul it. Sometimes bent metal dust seals will make a small noise, but it doesn't sound like that's whats going on here.

You should probably take a look at the spoke holes on the rim and hub to make sure no cracks are forming anywhere.
