You can't solder aluminum ...

I would be cautious about drilling holes in an aluminum frame BECAUSE you would want to be careful as to WHERE you did it and HOW you "filled" the hole ... a rivet seems dubious for various reasons.

I would TRY epoxying the guide in place first.

If the guide has a mounting pin, then I would THEN consider drilling & epoxy.

The real question is WHY DO YOU WANT TO DO THIS?

You will need to add at least two guides to the top PLUS one for the seat tube.

The guide/stop on the seat tube will be under a fair amount of stress ...
